Instructions

  2. In a mixing bowl, combine flour, sugar, cocoa powder, baking powder, and salt; mix well.
  3. Stir in milk, vegetable oil, and vanilla extract until smooth.
  4. Pour the batter into a greased baking dish, spreading it evenly.
  5. Carefully pour the boiling water over the batter without stirring.
  6. Sprinkle chocolate chips on top.
  7. Bake for 30-35 minutes until edges are set and center is gooey.
  8. Let cool for a few minutes before serving, ideally with vanilla ice cream or whipped cream.
